And, from my view&lt;br /&gt;he was correct.&lt;br /&gt;&lt;br /&gt;In an earlier e mail, my political history is outlined. It speaks for itself. If anything, one can conclude that I am an independent thinker, who stands for his beliefs.&lt;br /&gt;&lt;br /&gt;Not much will change with this re-enrolment in the Democratic Party. You will know&lt;br /&gt;where I stand.&lt;br /&gt;&lt;br /&gt;I will work for an support:&lt;br /&gt;&lt;br /&gt;1. my neighborhood and city, and all the people who live here&lt;br /&gt;2. I will continue to serve as President of the Buckingham Pond/Crestwood&lt;br /&gt;    Neighborhood Association.&lt;br /&gt;3. I will continue to press for construction of the Dan O'Connell Senior Housing/&lt;br /&gt;    Neighborhood Community Center and Memorial Pocket Park at the corner of&lt;br /&gt;    New Scotland Ave and Whitehall Rd (including the adjacent 8-10 acres)&lt;br /&gt;4. I will continue to press for creation of a 23 acre neighborhood greenbelt&lt;br /&gt;    consisting of woodlands bordered by Krum Kill Rd, Crescent Dr, NYS Thruway&lt;br /&gt;    and Rte 85.&lt;br /&gt;5. I will support Mayor Jennings in his efforts to make Albany a better place to live.&lt;br /&gt;6. I will `continue to support returning the city school system back to K-8    Neighborhood schools.&lt;br /&gt;7, I will continue to press for improved public safety and development of an&lt;br /&gt;    emergency/disaster plan for the neighborhoods and city.&lt;br /&gt;8. I will support Frank Commisso for Albany County Democratic Chairman. I&lt;br /&gt;    bartendered for Frank at his bar on lower Madison Ave, across from Beansie's&lt;br /&gt;    when I first came to Albany.&lt;br /&gt;9.  I will continue to do all I can to keep alive the memory of Dan O'Connell,&lt;br /&gt;     Charlie and Jimmy Ryan, and Dick Conners, and others I have known along&lt;br /&gt;     the way.&lt;br /&gt;10. I will continue to support our President and Commander in Chief at a time when&lt;br /&gt;     we are at war with the forces of evil who seek to destroy us and our way of life,&lt;br /&gt;11. I will support ny son, Joseph P. Sullivan III, who is serving us , our state and nation in Afghanistan, along with other brave young Americans who are laying their&lt;br /&gt;lives on the line so that we may live in freedom and safety.&lt;br /&gt;12. I will continue to support my son, Tim, NYS SP S/Sgt, my niece Eileen, LT. NYPD&lt;br /&gt; and all the members of law enforcement  and firefighters who put daily put their lives on the line that we may live in safety and freedom.&lt;br /&gt;13. I will continue to support Albany city Republicans in their quest for respect and&lt;br /&gt;political self determination.&lt;br /&gt;14. I will continue to support life for the unborn and for the elderly.&lt;br /&gt;15. Last, but not least, I will support Eliot Spitzer for Governor of New York. As&lt;br /&gt;     local coordinator of his first run for Attorney General, I know Eliot to be a&lt;br /&gt;     fine man, who will be a superior Governor of New York. Sullivan will change his political party enrolment&lt;br /&gt;back to Democrat.&lt;br /&gt;&lt;br /&gt;A brief Sullivan political history and statement follow:&lt;br /&gt;&lt;br /&gt;Sullivan political history&lt;br /&gt;&lt;br /&gt;1960   Enrols Democrat. Casts first vote for John F. Kennedy for President&lt;br /&gt;1964   Votes for Lyndon Johnson for President.&lt;br /&gt;1968   Supporter of Robert F. Kennedy for President, Minneapolis, Minnesota&lt;br /&gt;1970-74 Chairman, Southold Town Democratic Committee (Suffolk County,, LI)&lt;br /&gt;          Early supporter of Hugh Carey for Governor of NYS&lt;br /&gt;1975   Arrives in Albany. Goes to Dan O'Connell's door. Meets Dan, Charlie and&lt;br /&gt;          Jimmy Ryan. Dan says: "You are in Kid-you are one of us", appoints&lt;br /&gt;          Sullivan Democratic Committeeman old Ward 9 District 5.  Serves as&lt;br /&gt;          Committeeman for 9-5 (now 8-5) until 1995. Sullivan work's as bartender in&lt;br /&gt;          Frank Commisso's bar, lower Madison Ave, down from Cathedral and across&lt;br /&gt;          from Beansie's place.&lt;br /&gt;&lt;br /&gt;1977   Dan dies. Erastus Corning has Sullivan removed from position as Executive&lt;br /&gt;          Director of  NYS Agricultural Resources Commission. Sullivan brings legal&lt;br /&gt;          action on grounds that a veteran can not be dismissed from state service&lt;br /&gt;          without charges and a hearing. Sullivan prevails, State Agricultural&lt;br /&gt;          Commissioner Barber settles case to avoid establishing a legal precedent.&lt;br /&gt;          Sullivan awarded back pay, pension credit.&lt;br /&gt;1978   Governor Hugh Carey appoints Sullivan to serve as Executive Director to&lt;br /&gt;          The NYS Superintendent of Insurance, then John Lennon, and later, former&lt;br /&gt;           Brooklyn State Senator, Al Lewis. Sullivan serves there until 1983, when&lt;br /&gt;           then Gov Mario Cuomo completes purge of all Carey appointees. Sullivan&lt;br /&gt;           legal action on Sec 75 NYS Civil Service Law - veteran can not be fired&lt;br /&gt;           without charges and hearing. Sullivan prevails.&lt;br /&gt;&lt;br /&gt;1978   Sullivan engineers Assemblyman Dick Conners renomination for State&lt;br /&gt;          Assembly, thwarting Erastus Corning's effort to dump Conners&lt;br /&gt;          re-elected. Sullivan and Conners maintain close association until Conners'&lt;br /&gt;          death.&lt;br /&gt;1979   Sullivan coordinates Charlie Ryan's Sr Campaign for President of Albany&lt;br /&gt;          Common Council.&lt;br /&gt;!980    Sullivan coordinates Senator Edward Kennedy's Presidential Primary effort&lt;br /&gt;           in Capital District over objections of Erastus Corning. Corning calls Governor&lt;br /&gt;           Carey declaring he wants Sullivan fired and out of town. Carey hangs up&lt;br /&gt;           on Corning.&lt;br /&gt;1982    Sullivan wins Election Law case, acting Pro Se in 3rd Dept Appellate Court&lt;br /&gt;           winning election of his wife Margaret and Bridie Coy as Democratic&lt;br /&gt;           Committee Members in Ward 8ED7, defeating Corning candidates.&lt;br /&gt;&lt;br /&gt;1983    Gov Mario Cuomo  completes purge of Carey supporters from state govern-&lt;br /&gt;           ment jobs. Sullivan fights Cuomo relying on Sec 7 NYS Civil Service Law&lt;br /&gt;           (veteran cannot be fired without charges and hearing). Prevails. Wins back&lt;br /&gt;            pay/benefits.&lt;br /&gt;1984-86 Sullivan serves as Chief of Staff to State Senator Howard Nolan.&lt;br /&gt;1988     Sullivan becomes Program Analyst for Veterans and Agricultural Issues&lt;br /&gt;            with Senate Democratic Minority. Works closely with Assemblyman Dick&lt;br /&gt;            Conners, Chair of Assembly Veterans Committee and Assembly Speaker&lt;br /&gt;            Dan Walsh.  Sullivan often seen at the Grinch, having a pint and dancing&lt;br /&gt;            a sailors hornpipe for Donnybrook Fair. Those were good days.&lt;br /&gt;&lt;br /&gt;1988     Sullivan coordinates Jerry Brown Presidential Campaign in Albany. Holds&lt;br /&gt;            big rally on Capital Steps, after Brown's Primary win. Against Sullivan's&lt;br /&gt;            objections, Brown announces endorsement  of Jessie Jackson as Brown&lt;br /&gt;            choice for VP. That cost Brown the Presidency. As Brown attempted to&lt;br /&gt;            leave Albany, Sullivan wanted him to stop at City Hall to pay a courtesy&lt;br /&gt;            call on Mayor Tom Whalen. Brown's campaign staff refused. Sullivan had&lt;br /&gt;            his wife, Margaret , ride with Brown. Sullivan directed the police escort&lt;br /&gt;            taking Brown's cars to the airport, to stop in front of City Hall (unknown to&lt;br /&gt;            Brown's staff and supporters). When Brown's car stopped abruptly, Margaret&lt;br /&gt;            ordered him out of the car. Brown demanded to know why? Joe Sullivan&lt;br /&gt;            grabbed Brown by the arm and said you are paying a courtesy call on the&lt;br /&gt;            Mayor of Albany. Tom Whalen was as surprised as Brown . Whalen&lt;br /&gt;            blurted out his endorsement of Brown on the spot.&lt;br /&gt;&lt;br /&gt;1992     Dick Conners dies. Sullivan announces for State Assembly . Senate Minority&lt;br /&gt;            fires Sullivan for refusing to abandon campaign. Nomination goes to&lt;br /&gt;            Jack McEneny. Sullivan runs in Democratic primary where he is defeated&lt;br /&gt;            but continues on to November with Right To Life ballot line.&lt;br /&gt;&lt;br /&gt;            Sullivan Capital Coordinator for Eliot Spitzer's first run for Attorney General.&lt;br /&gt;&lt;br /&gt;1993     Sullivan takes early retirement. Loses more than $500 a month in pension&lt;br /&gt;            benefits because he is one year short of 20 years service and retires with&lt;br /&gt;            a five year penalty for early retirement.&lt;br /&gt;&lt;br /&gt;1993     Sullivan loses a close race for 8th Ward Alderman, Dave Torncello by a&lt;br /&gt;            handful of votes out of more than 3,000 votes cast. Neverthess, Sullivan&lt;br /&gt;            succeeded in blocking Mayor Whale's plan to build luxury housing on&lt;br /&gt;            Albany Muni Golf Course. Sullivan forced Land Conservation rezoning&lt;br /&gt;            of the golf course, including the Community Garden site on Hartman Rd&lt;br /&gt;            and Buckingham Pond, and adjacent shore area, which became&lt;br /&gt;            Buckingham Pond.&lt;br /&gt;&lt;br /&gt;1994      Sullivan co-cordinated Pat Buchanan's Presidential Campaign effort in&lt;br /&gt;             the Capital District, along with Dave DeWard.&lt;br /&gt;&lt;br /&gt;            &lt;br /&gt;&lt;br /&gt;1997     Sullivan again ran for Ward 8 Alderman. Doublecrossed by Common Council&lt;br /&gt;            President candidate Bob Van Amburgh, who had pledges neutrality in Ward&lt;br /&gt;            8 race. Sullivan calls Mayor Jennings, tells him that he is endorsing Helen&lt;br /&gt;            Desfosses for Common Council President. Jennings asks Sullivan not to go&lt;br /&gt;            public in media with the Desfosses endorsement. Sullivan replies he does&lt;br /&gt;            not have to.  Desfosses wins Common Council President by 400 vote margin&lt;br /&gt;            with votes coming from Sullivan's neighborhood. Desfosses  calls Sullivan&lt;br /&gt;            to thank him.&lt;br /&gt;&lt;br /&gt;1998     Sullivan switches to Republican Party. Runs for State Assembly.&lt;br /&gt;2000      Sullivan Republican candidate for State Senator from Albany County&lt;br /&gt;             endorsed by Conservative, Independence and Right to Life Parties.&lt;br /&gt;             Earns 37,500 votes with no campaign budget.&lt;br /&gt;2000-2006 Sullivan serves as Albany City Republican Chairman.&lt;br /&gt;2001      Sullivan Republican Candidate for Mayor of Albany.&lt;br /&gt;2004       Peter Kermani, Albany  County Republican Chairman, engineers a Rules&lt;br /&gt;             Change, taking away right of self-determination from Republicans in&lt;br /&gt;             cities of Albany, Cohoes and Watervliet, while allowing Town Republicans&lt;br /&gt;             to continue to elect their respective Town Chairmen.&lt;br /&gt;2005      Sullivan runs again for Albany Mayor. Does not win, but shapes public policy&lt;br /&gt;             regarding public safety, Albany City Schools and emergency/disaster&lt;br /&gt;             preparedness.  No campaign budget. Peter Kermani's paid Assistant, Barabara Davis works polling place,&lt;br /&gt;             along with&lt;br /&gt;             Democratic Ward Leaders wife.  Only 12 of the districts 35 Republican&lt;br /&gt;             voters bother to vote. David Price emerges with 10 votes, Sullivan and&lt;br /&gt;             his running mate, with 7 each.&lt;br /&gt;&lt;br /&gt;             On Primary Day, Sept 12&lt;br /&gt;             Sullivan sends e mail to County Board of Elections protesting Barabra&lt;br /&gt;             Davis being at polls controlling voting machine party selector handle&lt;br /&gt;             and Dem Ward Leader serving on polls. Both of these individuals&lt;br /&gt;             representing persons having an interest in Sullivan losing said primary.&lt;br /&gt;             To Elections Commissioners do not act on Sullivan's call to immediately&lt;br /&gt;             remove Davis from the polling place&lt;br /&gt; &lt;br /&gt;             Sullivan reelected City Republican Chair, by his peers, at Sept 13, 2006&lt;br /&gt;             organizational meeting.  City Committee Members forward approved&lt;br /&gt;             Resolutions to County Committee Chairman Kermani calling for the&lt;br /&gt;             County Committee to (1) confirm the committee appointments made by&lt;br /&gt;             the city committee, (2) to declare that the 9/27/00 Albany County Republican&lt;br /&gt;             Committee Rules are, and have been, the Rules governing the County&lt;br /&gt;             Committee and the Cities/Towns thereof.&lt;br /&gt;&lt;br /&gt;              Tom Marcelle, Albany County GOP Committee Counsel, sends Sullivan&lt;br /&gt;              a registered letter advising Sullivan he is not Albany City Republican&lt;br /&gt;              Committee Chair Sullivan will be barred from attending the Sept 20&lt;br /&gt;              2006 organizational committee meeting of the Albany County Republican&lt;br /&gt;              Committee and legal action will be instituted against him. Sullivan replies&lt;br /&gt;              "Nuts" and repeats demands for actions at county meeting.&lt;br /&gt;&lt;br /&gt;              Sept 20, Sullivan shows up at the county meeting, which was sparsely&lt;br /&gt;              attended. Marcelle meets Sullivan at the door, bars his entry and serves&lt;br /&gt;              Sullivan with a summons returnable in Federal District Court. Sullivan&lt;br /&gt;              had served a Notice on Marselle earlier, which Sullivan asked Marcelle&lt;br /&gt;              to include in the county meeting minutes. Marcelle agreed. Sullivan&lt;br /&gt;              conferred with City Committee Members who had accompanied him&lt;br /&gt;              the meeting. With their agreement, Sullivan said the best course of&lt;br /&gt;              action would be for him to leave. He had served Notice on Kermani&lt;br /&gt;              and Marcelle that because of their failure to admit Sullivan, and to&lt;br /&gt;              extend him floor privilege to address the county committee members&lt;br /&gt;              assembled at the Sept 20 meeting - all actions taken at that meeting&lt;br /&gt;              were, pursuant to state law, null and void. Sullivan said it is best to&lt;br /&gt;              respect the rule of law rather than to try to disrupt the meeting. Your further demand that I immediately inform all ..who attended yur September 13, 2006 meeting that your "election " as City Chair was illegal under the Republican Party 's rules and that you had no authority in law or in fact to appoint any members to the position of Republican Committeemen.&lt;br /&gt;&lt;br /&gt;You say that "if these actions are not taken immediately, the Albany County Republican Committee will institute a civil preceding against (me)" You also threaten me with the possibility that I could be liable for damages and a reasonable attorney fee to prosecute such an action.&lt;br /&gt;&lt;br /&gt;You conclude by saying: "Therefore, when the Albany County Republican Committee&lt;br /&gt;has its organizational meeting, you may not vote, speak, or participate in any way".&lt;br /&gt;&lt;br /&gt;Tom (and Peter) my short answer to the above is the same as my kinsman General&lt;br /&gt;McAuliffe, at Baston, where outnumbered and surrounded by a large German force,&lt;br /&gt;General McAuliffe replied to the German demand to surrender, in a one word reply:&lt;br /&gt;&lt;br /&gt;                                                    NUTS!&lt;br /&gt;&lt;br /&gt;The proper forum to resolve this dispute is at a fair and open hearing  and slow roll call vote of the Members of the Albany County Republican Committee Organizational Meeting announced for September 20, 2006.&lt;br /&gt;&lt;br /&gt;I was  duly elected Albany City Chair in 2000, 2002 and again in 2004,&lt;br /&gt;by my peers in said city, as the Rules of the Albany County Republican Committee adopted at the September 27, 2000 organizational meeting of said committee.&lt;br /&gt;&lt;br /&gt;The June 8, 2004 rules amendments to rules 2,4,5 and 8 were not duly filed , as required, by law within 10 days after that date. In fact, they were not filed until sometime of August of that year.  Thus, I was lawfully reelected Albany City Republican Chair, under the existing Rules then in effect, (Rules adopted 9/27/00)&lt;br /&gt;&lt;br /&gt;I believe the June 8, 2004 Rules changes to be null and void because they conflict with State Election Law   Art 2-112  which reads in part "all other committees shall within the time  specified by party rules, meet and organize by electing a chairman, a secretary, a treasurer...".&lt;br /&gt;&lt;br /&gt;The June 8, 2004 rules amendments are in conflict with state law (Art 112) and violate the Fourteenth Amendment of the U S Constitution because they treat Republicans in the Towns differently than those in&lt;br /&gt;the cities of Albany, Cohoes and Watervliet. The rules changes deprive city Republicans of their right to self-determination (to chose their own&lt;br /&gt;leaders). Therefore, it is the Said June 8 rules changes that are unlawful, null and void; and the Rules adopted 9/27/00 govern the Albany County Republican Committee and the City and Town General Committees thereof.&lt;br /&gt;&lt;br /&gt;Rule 19 of the Albany County Committee Rules says in part, that General Committees of the Cities andTowns  " meet within ten (10) days  following the Primary election..." and that "the Retiring Chairperson shall...preside until a permanent organization is effected."&lt;br /&gt;&lt;br /&gt;I fully complied with the valid law and rules. I did not retire. I  was duly reelected by my peers at the September 13, 2006 Albany City Republican Committee based on votes representing 39 election districts, totaling a weighted vote of 2,745 with no votes in opposition.&lt;br /&gt;&lt;br /&gt;Therefore, I am, in fact, and in law, the Albany City Republican Committee Chairman.  Live with it or, you can claim to the world that I am not.&lt;br /&gt;&lt;br /&gt;I have personally recruited Albany City Republican Committee Members for more than 50 election districts in the city. I have most of&lt;br /&gt;their proxy votes, which, by law, I can cast at the forthcoming County Republican organizational meeting.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt; You write "that when the Albany County Republican Committee has its organizational meeting (Sept 20), (I) may not vote, speak, or participate in any way".&lt;br /&gt;&lt;br /&gt;This is not Iran and the retiring County Chairman is not an Ayatollah.&lt;br /&gt;&lt;br /&gt;You ,and the Chairman ,dishonor all Republicans, and the young Americans that are serving, and sacrificing their lives, to protect  all&lt;br /&gt;Americans, so that we may live in safety and freedom, and that our form of self government, of which the right of self determination is a guiding principle, may be guaranteed.&lt;br /&gt;&lt;br /&gt;Stop behaving like petty, third world mullahs. This is America!&lt;br /&gt;&lt;br /&gt;The courts are loathe to interfere in internal party matters. The organizational meeting of the Albany County Republican Committee is the proper forum, if an accommodation can not be reached before that date. According to this amendment of the Rules of the Albany County Republican Committee, city Republicans could no longer elect the officers of their respective city committees. However, Republicans in the towns could continue to elect officers of their town committees.&lt;br /&gt;&lt;br /&gt;The amendment passed despite unanimous opposition from Albany City Republicans. Why? There are more Republicans in the towns. None had the courage to buck Chairman Kermani.&lt;br /&gt;&lt;br /&gt;Albany City Republican Chairman, Joe Sullivan, was overwhelmingly reelected  by his peers on the City Committee at the 2004 post primary organizational meeting pursuant to the existing Albany County Committee Rules adopted in 2000. How come?  Peter Kermani and&lt;br /&gt;the County Republicans failed to timely file the amendment with the State Board of Elections&lt;br /&gt;within 10 days after the  June 8, 2004 special meeting held for that purpose. In fact, the amended Rules were not filed as required until late August that year.&lt;br /&gt;&lt;br /&gt;Chairman Sullivan has continued to function as such for the remainder of his two year term.&lt;br /&gt;&lt;br /&gt;County Chairman Kermani  appointed two co-chairs to run the Albany City Committee. One has since dropped out, and the other attempted to recruit a shadow committee.&lt;br /&gt;&lt;br /&gt;When the dust 2006 petitioning settled, Sullivan wound up with Committee Members in key&lt;br /&gt;wards and election districts having a total weighted vote of nearly 3,400  compared to Kermani's 275.&lt;br /&gt;&lt;br /&gt;It is show time. Sullivan has scheduled the Albany City Republican Committee post primary organizational meeting for 7 pm Weds, Sept 13 - the day after Primary, He will ask to be reelected at that meeting and will introduce a resolution for a vote calling on  County Republicans to  (1) declare the June 2004 amendments null and void and to (2) to declare that the Albany County Republican Committee Rules, adopted in September 2000, are the&lt;br /&gt;rules governing the county, city and town committees.&lt;br /&gt;&lt;br /&gt;Under those rules city and town committees enjoyed equal rights of self determination in electing officers of their respective committees.&lt;br /&gt;&lt;br /&gt;The Right of Self-Determination is an essential element of our American system of government. Primary Day Tuesday, September 12 is drawing near, Polls open Noon - 9 pm.&lt;br /&gt;&lt;br /&gt;Last call for those wishing to be poll inspectors. Contact the Albany County Board of Elections immediately. (487 5060). Stipends include: Training $25/ Primary Day $100/ Election Day $200. Poll inspectors are responsible for conducting fair, orderly elections at polling places. City Committee Members may work at the polls. First preference should be the same election district where you are the Committee representative.&lt;br /&gt;&lt;br /&gt;Democrats have primaries for Governor and Attorney General. Republicans have a primary for U S Senator. John Spencer presents the clearest contrast to Senator Hillary Clinton. Spencer has the Conservative Party ballot line in the November 7 General Election. In NYS where Democrats outnumber Republicans 5 to 3, it is essential that the Republican candidate also have the Conservative line - to have any chance at winning in November.&lt;br /&gt;&lt;br /&gt;Looking ahead to November, the Democrats and media have already annointed Elliot Spitzer Governor. Not suprisingly, he has a huge lead in public opninon polls as a result. With a fine record as State Attorney General, plenty of name recognition and money, plus personal ability and drive, and a 5 to 3 party voter edge, Spitzer is clearly the front runner.&lt;br /&gt;&lt;br /&gt;However, look for the Governor's race to tighten a bit. Spitzer and his running mate State Senator David Patterson are spending too much time and effort pandering to their special interest base, which is starting to take on an in your face posture which is unnecessarily alienating New Yorkers who do not support abortion and so called gay marriage. This tactic is only losng votes for Spitzer-Patterson by alienating voters who might otherwise vote for that ticket in November. It doesn't gain them any votes because they already have the support of those special interests which are not going to vote for anyone else. In addition, there is a glaring geographic imbalance in the state Democratic ticket, with all the likely candidates from New York City. As November draws near, voters and organizational Democrats ,from upstate and Long Island, will look more closely at what this geographic imbalance may mean to them in the next 4 years.&lt;br /&gt;&lt;br /&gt;Republican-Conservative John Faso has his work cut out for him. He did not help himself with his misguided proposal to scrap define benefit pensions for state workers. Faso blundered badly on this one losing needed state worker votes, particularly here in the Capital District. Result, he slipped further behind in the polls.&lt;br /&gt;&lt;br /&gt;Both Democratic and Republican Gubernatorial campaigns have failed to present clear positions and actions they will take to keep all New Yorkers safe from terrorist attacks in the days ahead.&lt;br /&gt;&lt;br /&gt;Make no mistake about it- public safety and emergency/disaster preparedness are the overriding issues now and in the future. All others matter not, if our nation, state and communities are reeling in the wake of terrible, simultaneous, coordinated terror attacks. Here we have hurricance season, approaching winter cold and a&lt;br /&gt;change in political administrations and all the chaos associated therewith. No doubt these factors are not lost on those terrorists, who dwell amongst us, plotting and waiting for their orders to strike. I say we need to put more men on the job because while the population of Albany is declining, the lawless population of adults and juveniles is growing.&lt;/span&gt;&lt;br /&gt;&lt;span style="font-size:130%;"&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-size:130%;"&gt;Chief Tuffey proposes closing two police substations in an effort to put a few more police officers, in high tech police cars, in high crime neighborhoods. No beat cops except in a few&lt;/span&gt;&lt;br /&gt;&lt;span style="font-size:130%;"&gt;neighborhoods like Park south, Lark street and Downtown.&lt;/span&gt;&lt;br /&gt;&lt;span style="font-size:130%;"&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-size:130%;"&gt;What happens when gas is not avialable? Do cops ride horses? Donkeys?Bikes? While cops&lt;/span&gt;&lt;br /&gt;&lt;span style="font-size:130%;"&gt;and EMT's/firemen are busy in high crime, ghetto neighborhoods; astute criminals are increasing mobile and shifting their activities to Uptown Albany where police presence is less&lt;/span&gt;&lt;br /&gt;&lt;span style="font-size:130%;"&gt;because of the demands Mid and Downtown.&lt;/span&gt;&lt;br /&gt;&lt;span style="font-size:130%;"&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-size:130%;"&gt;I say, concentrating police resources in one or two central locations is a bad idea in an age of&lt;/span&gt;&lt;br /&gt;&lt;span style="font-size:130%;"&gt;terrorism, particularly if those central locations are wide open to attack. Destruction of these central locations would destroy police command functions, cars, weapons and communications, leaving the city undefended against ensuing civil disorder.&lt;/span&gt;&lt;br /&gt;&lt;span style="font-size:130%;"&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-size:130%;"&gt;Mobil flying squads of cops is a good idea. But, remember, police work tends to be reactive&lt;/span&gt;&lt;br /&gt;&lt;span style="font-size:130%;"&gt;rather than proactive. Criminals adapt and move from one neighborhood to another.&lt;/span&gt;&lt;br /&gt;&lt;span style="font-size:130%;"&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-size:130%;"&gt;Beat cops in all neighborhoods are the ideal, because beat cops know those neighborhoods and &lt;/span&gt;&lt;span style="font-size:130%;"&gt;act as a visible deterrent to criminals. Uptown needs beat cops, as well as car and bike patrols.&lt;/span&gt;&lt;br /&gt;&lt;span style="font-size:130%;"&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-size:130%;"&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-size:130%;"&gt;Back to the drawing boards Chief. Plan wisely with an eye to the realities of the age of terror and the growing lawless population.&lt;/span&gt;&lt;br /&gt;&lt;span style="font-size:130%;"&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-size:130%;"&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-size:130%;"&gt;Fire house are undefended and vulnerable to coordinated attacks by small groups who can easily sabtaoge and destroy the effectiveness of the city firefighting and EMT resources.&lt;/span&gt;&lt;br /&gt;&lt;span style="font-size:130%;"&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-size:130%;"&gt;I say, secure fire houses. Convey peace officer status on firemen and EMT's, arm them and give them weapons training so they can defend themselves, their fire stations and equipment&lt;/span&gt;&lt;br /&gt;&lt;span style="font-size:130%;"&gt;and so they can serve as a back up for police as needed.&lt;/span&gt;&lt;br /&gt;&lt;span style="font-size:130%;"&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-size:130%;"&gt;Every fire house should be designated and set up as a police substation.&lt;/span&gt;&lt;br /&gt;&lt;span style="font-size:130%;"&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-size:130%;"&gt;Supplement all this with creation of neighborhood citizen police and fire auxiliaries made of of retired police, fire, EMT's, veterans and other neighborhood residents who assist the police and fire agencies in times of emergencies and disasters or terror attacks.&lt;/span&gt;&lt;br /&gt;&lt;span style="font-size:130%;"&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-size:130%;"&gt;Do these things and crime will be contained, our city and neighborhoods will be safer; and all&lt;/span&gt;&lt;br /&gt;&lt;span style="font-size:130%;"&gt;city residents will have a better chance at surviving whatever natural and man made disasters that may come our way in the days and months ahead.&lt;/span&gt;&lt;br /&gt;&lt;span style="font-size:130%;"&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-size:130%;"&gt;Time is short and the dangers are great. JOHN SPENCER is the Republican designee for U.S. Senator, but faces a September 12 Primary from KT MCFarland.      ELIOT SPITZER is the Democratic designee for Governor but faces a September 12 Primary from TOM SUOZZI - if Souzzi gets the required number of signatures of enrolled Democrats to qualify for the September 12  Primary ballot.   Media attention, if any, will largely focus on the September 12 Democratic Primary between SPTIZER and SUOZZI.  FASO may get more attention between the Primary and November 7 General Election .    The SPENCER- MCFARLAND REPUBLICAN PRIMARY will likely get minimal media attention and a low turnout on Primary day, September 12.     POLLS will be open from Noon to 9 pm on Primary day.   AT THE CITY OF ALBANY LEVEL - focus is on filling as many of the 151 Committee Seats (there are, ideally, 2 committee members for each election district)    Petitioning to qualify committee member candidates will continue for the next several weeks.     No Republican candidate for Albany City Court Judge has emerged .  Nor, are there any known Republican candidates for Congress, State Senate or State Assembly  relating to districts that include the City of Albany.   Questions? But, they are tipping their hand as to what kind of government we can expect, if they are elected. They are playing to the far left, special interest groups of their party. This is not sitting too well with more conservative Democrats, Republicans and Independents or Conservatives, who make up a larger portion of the state electorate, than the far left who controls the Democratic Party organizational structure. Add, to this, the realization that the 2006 Democratic ticket is out of geographical and ethnic balance, in a state where those factors have traditionally mattered. A ticket made up of NYC minorities pandering to far left special and racial interest groups is a winner in New York in November?? Don't think so. John Faso is the Republican candidate for Governor. John Spencer is the Republican designee, but faces a September 12 Primary. Nothing is for sure in our contemporary world since 9-11. Republicans and Democrats at the National level have failed to secure our borders. Countless OTM's (other than Mexicans, from you know where), have been streaming across our porous borders, illegally, on a daily basis, for the past 5 or more years. Safe to conclude that we have been invaded and the foe is amongst us plotting and planning devestating, simultaneous future terror attacks that will disable our nation, plunging us into unbelieveable chaos. We know it is coming, we can anticipate how it will happen, but the big questions of where and when are unknown. ON THE STATE LEVEL, we are far from secure or ready and neither the Democrats or Republicans are addressing the security issue, which is the priority political issue of our day - transcending all others, especially the social issues that the Democratic ticket is focusing on. The Republican challengers are no better. NOR ARE WE PREPARED for Natural Disasters, like a major hurricane devestating the populous South Shore of Long Island, much of which lies well below a 20 or 30 foot storm surge, that could accompany a major hurricane. NYC is not safe from that either because the surge would range even higher in New York Harbor. If this isn't bad enough - geologists predict NYS is due for a major earthquake down the Hudson Valley or along the LI-NYC coastal zone. Not to pretty, when one considers the twin Indian Point Nuke plants sit atop major fault lines. THE LATE, GREAT TIP O'NEILL, Massachusetts Democrat and former Speaker of the U.S. House, once said "all politics is local". His words have more relevance today, when we ponder the failure of the national and state governments to address the priority issues of homeland security and emergency/disaster preparedness.OUR ONLY HOPE is that we can push our local voters , local governments, and other institutions ,to immediately make plans to deal with what can and will befall us in the days ahead. ANTICIPATE THE WORST AND PREPARE , NOW!. TIME IS SHORT. WE CAN NOT DEPEND ON THE NATIONAL OR STATE GOVERNMENTS TO SAVE US. WE MUST ACT TO SAVE OURSELVES AT THE LOCAL AND NEIGHBORHOOD LEVELS. Money literally buys&lt;/span&gt;&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;&lt;span style="color:#3333ff;"&gt;elections.&lt;/span&gt;&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;&lt;span style="color:#3333ff;"&gt;&lt;/span&gt;&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;&lt;span style="color:#3333ff;"&gt;Your participation is essential to make our political system work and survive. Election Districts are the building blocks of the City and County Republican Organizations.&lt;/span&gt;&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;&lt;span style="color:#3366ff;"&gt;&lt;/span&gt;&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;&lt;span style="color:#3366ff;"&gt;Committee Members play a key role in the electoral process. Ideally, they know the geography and&lt;/span&gt;&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;&lt;span style="color:#3366ff;"&gt;people of their districts. They inform party leaders of the issues, problems and needs of their districts.&lt;/span&gt;&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;&lt;span style="color:#3366ff;"&gt;They have a vote in choosing party committee leaders, and in selecting candidates for public offices.&lt;/span&gt;&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;&lt;span style="color:#3366ff;"&gt;They help those candidates get on the ballot and help them with their campaigns. Some committee&lt;/span&gt;&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;&lt;span style="color:#3366ff;"&gt;members also serve as election inspectors at primary and general elections. &lt;/span&gt;&lt;/strong&gt;&lt;br /&gt;&lt;p&gt;&lt;strong&gt;&lt;span style="color:#3366ff;"&gt;&lt;/span&gt;&lt;/strong&gt; &lt;/p&gt;&lt;p&gt;&lt;strong&gt;&lt;span style="color:#3366ff;"&gt;Election Inspectors are compensated as follows:  $25 for training.  $100 for Primary Day&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;&lt;p&gt;&lt;strong&gt;&lt;span style="color:#3366ff;"&gt;                                                                                                               $200 for Election Day&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;&lt;br /&gt;&lt;strong&gt;&lt;span style="color:#3366ff;"&gt;&lt;/span&gt;&lt;/strong&gt;&lt;br /&gt;&lt;span style="color:#3366ff;"&gt;&lt;strong&gt;GOALS OF THE ALBANY CITY REPUBLICAN COMMITTEE&lt;/strong&gt;&lt;/span&gt;&lt;br /&gt;&lt;strong&gt;&lt;span style="color:#3366ff;"&gt;&lt;/span&gt;&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;&lt;span style="color:#3366ff;"&gt;1. To maintain and improve the residential integrity and quality of life in city neighborhoods&lt;/span&gt;&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;&lt;span style="color:#3366ff;"&gt;2. To shape governmental policies and actions to achieve Goal No. 1&lt;/span&gt;&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;&lt;span style="color:#3366ff;"&gt;3. To support candidates for public office, and party leadership positions, who share and support&lt;/span&gt;&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;&lt;span style="color:#3366ff;"&gt;     our goals.&lt;/span&gt;&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;&lt;span style="color:#3366ff;"&gt;4. To repeal the County Committee Rules Change of June 2004 , which took away the right of&lt;/span&gt;&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;&lt;span style="color:#3366ff;"&gt;    self-determination (to right to elect their own city committee officers) in the Cities of Albany&lt;/span&gt;&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;&lt;span style="color:#3366ff;"&gt;    Cohoes and Watervliet, while allowing the Towns to do so.  This rules change is undemocratic&lt;/span&gt;&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;&lt;span style="color:#3366ff;"&gt;    unconstitutional, and Un-American.&lt;/span&gt;&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;&lt;span style="color:#3366ff;"&gt;    We have young Americans dying so that people of Iraq and Afghanistan can have democracy&lt;/span&gt;&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;&lt;span style="color:#3366ff;"&gt;    and the right of self-determination.  The right of self determination is an essential element of&lt;/span&gt;&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;&lt;span style="color:#3366ff;"&gt;    our American form of government.  &lt;/span&gt;&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;&lt;span style="color:#3366ff;"&gt;  &lt;/span&gt;&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;&lt;span style="color:#3366ff;"&gt;     The Albany County Republican Committee must repeal the June 2004 rules change without&lt;/span&gt;&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;&lt;span style="color:#3366ff;"&gt;     further delay.&lt;/span&gt;&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;&lt;span style="color:#3366ff;"&gt;&lt;/span&gt;&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;&lt;span style="color:#3366ff;"&gt;     If it is not,  motions for repeal and a slow roll call vote, will be made at the organizational&lt;/span&gt;&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;&lt;span style="color:#3366ff;"&gt;     meetings of the  Albany City and County Republican Committees following the September&lt;/span&gt;&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;&lt;span style="color:#3366ff;"&gt;     12, 2006 Republican Primaries.&lt;/span&gt;&lt;/strong&gt;&lt;br /&gt;&lt;p&gt;&lt;strong&gt;&lt;span style="color:#3366ff;"&gt;   BE A PART OF THE SOLUTION.
